I think #25 BLUE in Elephant is an adherence flake... between 2 rocks, not what's on this photo... See ontaine Bleau bouldering by Stephen Gough, page 220, number 13...

Yep, I agree with you that the boulder on the picture is not #25 blue in Elephant, because #25 is definitely a 'dalle'. The boulder on the picture could be #24 on the bloc next (right) to boulder #25.
